A problem always pertains to an objective, being the required, but inhibited behavior. An objective is only named such if something (a blocking issue being the related problem) needs to be overcome first. A solution is the roadmap for an involvement in the framework of the stakeholder, that solves the nagging problem and enables the goal.
A negative state where no solution is regarded as possible, will not be recognized as a nagging problem, but as an unlucky fact. In the same way, a goal without a solution is a daydream. Problems and goals do not exist the truth is: they are subjective principles of stakeholders. The same-context condition can be viewed as a problem by one stakeholder and a goal for a different one. Consequently, they can only just be unveiled by elicitation. Requirements executive is about developing solutions for stakeholders. Proper solutions can only be found, if the complete panorama of all related problems and goals is clarified.
A problem is a subjective concept of a stakeholder about a current state in his context that is experienced as negative. A goal is a subjective concept of a stakeholder with regard to a future condition in his context that has experience as desirable. A remedy is a mental build: a roadmap for an intervention in the framework to remove the problem that inhibits the target. Problems, goals, and solutions always get together.
