Safety nets are questionable. While their proponents see them as a way of ensuring that the advantages of economic development are shared widely, critics see them as squandering scarce open public resources and doing little to promote long-run development while discouraging work and investment. The aim of this paper is to question this kept dichotomy broadly.
I argue that back-up interventions can contribute to agricultural and economic development through their effect on asset creation, asset protection, resource allocation, and redistribution. Well, designed and implemented sociable safety nets interventions can enhance pro-poor agricultural investments and thus donate to longer-term poverty reduction in addition to their short-term direct impacts.
